Preface

Historical events and natural disasters hold significant importance. It is common knowledge that storms and floods in Louisiana have a significant influence on both the people and the places that they affect. One of the states that is well-known for its excellence is Louisiana. Following Hurricane Katrina’s arrival on August 29, 2005, individuals in Louisiana and across the United States swiftly noticed and experienced the impacts of the nation’s most catastrophic natural disaster. This particular natural disaster was the most devastating in the history of the United States.  The subsequent hurricanes that made landfall in the United States were Hurricane Ike (September 2008), Hurricane Gustav (September 2008), and Hurricane Rita (September 2005). This storm alone destroyed 100,000 dwellings in the state of Louisiana due to its wind and flood damage. The storm also impacted a sizeable area of the Gulf of Mexico. Even though Louisiana has completed its reconstruction, a substantial amount of work remains, especially in terms of safeguarding against future threats.

Despite the non-historic nature of the majority of the hurricane-affected properties, the storm significantly and unprecedentedly impacted the historic buildings in the affected areas. The storm has torn some notable historical structures from their foundations in various locations, causing damage beyond repair. The destruction of these buildings has occurred in a large number of locations. Concerns about the health and safety of the residents ultimately led to the demolition of a considerable number of these properties.


Given the extent of past harm, it is crucial to preserve historical assets in the GO Region in the future. This is due to unprecedented destruction and loss previously. More than ever before, we must protect these unique structures as public property. Furthermore, these monuments possess a distinctive architectural and design style, which is something that several historical groups are fighting to maintain and improve.

The primary objective of this project is to decrease the impact of severe floods that may occur in the future. The preservation of the physical integrity and character of historic structures is the core objective of this project. In concrete terms, the primary objective of this project is to reduce the height of historic buildings to preserve their historical significance in relation to other historic structures within each historic district. This is one of the most important results. The preservation of the architectural character of each historic district as a whole will ultimately be the result of this activity.

At the same time as the Department of Health Professions recognizes the relevance of health and safety concerns, it also recognizes the fact that in certain areas of the country, there is no other option but to enforce higher standards. This proposal could potentially result in the construction of historic buildings that fail to meet the conditions set by the Secretary of the National Interior. The monumental project’s height requirement, along with the structure’s original height and design, determine the circumstances surrounding this situation. The implementation of these standards will make it easier to modernize older buildings when possible.
